How to convert answer to comment?

Question

As the title says, a lot of new users accidentally reply via an answer instead of a comment. How do we convert these answers to comments?

This used to be available in the mod queue before publishing. Are there plans to bring that back or will we have to publish first?

A major issue previously was content getting lost, resulting in the "-1" answers bug, and then those comments/answers are nowhere to be found. It confused many users where their comments/answers went, and it was caused by converting answers to comments directly in the mod queue (where they were in some sort of limbo mode.)

We're still sorting out the "-1" answers issue, and as soon as it is resolved we can start looking into implementing this feature for the mod queue again.

How to convert answer to comment?
