Lighting up the dynamic scene

So, imagine you had to make a living breathing moving Xmas tree with hundreds of lights that blink, strobe and change color, how would you do it? My desired approach would've been to make each light bulb a material that gives off light, but that would not work because the tree & the environment is not static. I am making a game that has a lot of lights, its all generated, no static objects possible. What would be the best approach if I want to have at least 30fps on iOS?
