GUI question, need some help

Hello I faced a problem (I dont know maybe this is not big deal) with GUI. Please take a look at the video

https://youtu.be/xTSGZkfArpc

this will be easier to explain what is my goal here. So there are 2 questions: 1. You see that GUI is under blocks, I know I can change render mode to screen space - overlay but I want to keep panel rotation like in the video. any solution to this? 2. when I press with mouse on the button (q,w,s) do what button supposed to do and ship turns that way. my goal when mouse is over UI panel and press button ship navigation will be disabled (disabled only on UI panel).

P.S. sorry my English not very good, hope you will understand what I asking. Ohh an please dont hate me I'm new at Unity and c# :) and sorry for the music in background. thank you

EDIT:

  1. 1st problem SOLVED

  2. 2nd problem stil exist -- any tips?

ok, no help so far :) so here is the another question : how to detect mouse over GUI panel? Thank you
