What is mean next limitation from licence: "Restrictions on game streaming and cloud gaming"

This is a Multiplayer game (server-clients for local or internet multiplayer games)?

Help me to understand, please.

I don't understand difference between multiplayer and streaming gaming. In all methods information will be transition from one device to other.
