Permissions added to Android Manifest, but Google Play not registering the change?

My android manifest is correctly located in assets/plugins/android. I've added the Billing permission to the Android Manifest (attached below), but when I attempt to add some In-App Purchases to the game on the Dev Console it still gives me the message to 'upload a new APK with the BILLING permissions added'.

When I upload a new APK it even shows me the changes screen, confirming that the billing permission has been added, though the IAP screen never changes to account for this. The only thing I can think of is that I haven't yet filled in the store listing, which I'm literally doing now. Below is attached a copy of the Android Manifest.

Any help would be greatly appreciated, cheers guys :)
