Scene view 3D widget messed up

Question

So this has happened to me a few times, but before it just went away. It won't go away now. Here's a picture, it's hard to explain: http://www.flickr.com/photos/46588746@N06/5794603778/

It's this strange glitch where the 3d cones on the move widget and view thing in the top right corner change to 3d arrows. Is this something I did or is it a bug?

Looks like you have some custom Editor script running that might account for that.
