Overlays/Decals

hi, I have 2 questions.

1) Does unity have an overlay feature other than a flat gameobject or projecter?

2) Is there a way to make it so based on the scale of an object the texture's per unit stay the same rather than it getting bigger as you scale the block? (like in source engine's hammer world geometry builder)?

2) how would you make a material that based on the SIZE of the block its put on scale so the texture has the same number of the texute per unit rather than it getting bigger, like in source the world geometry's textures stay the same its just adding more texture.

I am not aware of a built-in Unity feature, but you can find "Frameshift Decal Framework" in the Asset Store which does exactly what you want very well.
