Unity does not create Unityassemblies folder in Unity

We use Unity with git in the office and recently included Unity Test Tools, which reference Mono.Cecil. 80% of the machines are fine with everything, on around 20% the Mono.Cecil dll is not found. We already nailed the error down to the ProjecTname/Libraries/UnityAssemblies folder not beeing created / not containing all dlls, but I have no idea how to approach a solution.

Can anyone give some insights hwo this folder is managed / where contents are defined?

according to the explanation in the manual https://docs.unity3d.com/$$anonymous$$anual/BehindtheScenes.html

the library folder is auto generated and contains all assets found in a platform specific version.
should completely be removed from version control.
deleting it on the machines not having the dll could be helpful in your case

this is what we've done / tried. Folder is outside of git-tracking and was deleted on the machine in question / we tried 'reimport all'. Result: Some machines just do not create this folder inside the Libraries folder

Did you ever figure out what was going on?

I use the UnityAssemblies folder to build external plugins for my project. It looks like the folder is synced right before the script editor (Visual Studio) is launched. E.g. Assets->Open C# Project or double clicking on a script.

The Editor has an internal class (SyncVS) that syncs the VS solution, but you can't call it using normal methods. Maybe through reflection.

Not a great solution, but this will sync the VS solution including the UnityAssemblies folder. As it uses Reflection, any changes Unity makes may break it.

             Type sync = syncVS.First();

             if (method == null)
                 Debug.Log("ERROR: Unable to find SyncSolution method");
             else
                 method.Invoke(null, null);
         }
     }
