best way to set up third person animations

This is a problem that I'm not sure how to approach, because I'm not really sure how this is usually done.

I'm trying to create a third person game. At the moment I have a rigged character model, and several rigged weapons. Currently, all of the models and rigs are in the same .blend file. My original plan was to animate the character rig and one of the weapon rigs simultaneously, and store all of the animation data in a single action. That way when I play the action in unity, both rigs would animate. However, that seems to be impossible in blender, and I can't really find an alternative. The important thing is that I will be able to use mechanim to control these animations as one.

What I'm wondering is, should I combine all of the rigs into a single rig and animate them that way? Or is there a way I could combine the animations of multiple rigs to play as a single animation? Lastly, is there a better method that you would use to do this? Any feedback is much appreciated.
