Need NavMeshAgents to stop when anything in array is active then resume only if nothing is active in array.

Hello,

I have an array that is populated with gameobjects. What I want to happen is if any of the gameobjects in that array are active, I want all the navmeshagents in the scene to stop. And when none of them are active, I want the navmeshagents to resume. Here is my code:

 public class MessageTimeScript : MonoBehaviour {
 
  public GameObject[] messages;
  gameManager gMan;
  TornadoController tor;
  
  private float speed;
  // Use this for initialization
  void Start()
  {
      gMan = GameObject.Find("gameManager").GetComponent<gameManager>();
      tor = GameObject.Find("Tornado").GetComponent<TornadoController>();
   }
  // Update is called once per frame
  void Update()
  {
      
      foreach (GameObject msg in messages)
      {
          if (msg.activeInHierarchy)
          {
              tor.canMove = false;
              //print(msg.name);
              UnityEngine.AI.NavMeshAgent[] agents = FindObjectsOfType(typeof(UnityEngine.AI.NavMeshAgent)) as UnityEngine.AI.NavMeshAgent[];
              foreach (UnityEngine.AI.NavMeshAgent agent in agents)
              {
                  agent.Stop();
                  print(agent.name);
                  
              }
          }
          else if(!msg.activeInHierarchy)
          {
              tor.canMove = true;
            
              UnityEngine.AI.NavMeshAgent[] agents = FindObjectsOfType(typeof(UnityEngine.AI.NavMeshAgent)) as UnityEngine.AI.NavMeshAgent[];
              foreach (UnityEngine.AI.NavMeshAgent agent in agents)

                  agent.Resume();

So what appears to be happening is that all of the msgs that are not active are making the agents resume, even if one of them is active trying to stop the agents.

So my question is: how do I make it so that if any of the messages are active the agents stop and only if none of them are active then they can resume?
