Issue when rotating the arm on the x-axis

I am trying to make the arm of my character rotate on the x-axis. The model and the armatures are imported as an fbx from blender and I've already fixed the wrong axis problem. All the axis are like the normal unity ones. But now everytime I try to rotate the arm on the x-axis the arm seems to be rotated about 90 degrees on the y-axis first and then is rotated. If I try to rotate the arm 90 degrees on the y-axis back before rotating it on the x-axis the arm rotates in other weird ways. Could that be because it's parented by other bones? How can I fix this problem?

How are you going about rotating it? Do you mean just in editor mode you are changing the rotation of the object arm attached to the character or is this in code or what.

are you trying to point the arm at something ? like ai$$anonymous$$g a gun ? if so you can do it without manually rotating specific axis

What I was trying to do is to rotate the arm to aim. I tried to rotate the shoulder bone by script.I found out that when rotating a bone that is parented by another bone the bone you want to rotate turns so that it has the same rotation as the parent bone. That's also where my issue came from. I tried to rotate the shoulder bone that was parented by the upper spine bone. To solve the problem I just divided the shoulder bone into two parts. Then it works.
