Why my custom cursor so big?

So I'm setted my 32x32 png in Project Settings -> Player and it looks like this:

Its a way bigger than it should be (little white dot in the center is a desired size). I'm tried to resize image, tried different combinations of import settings, tried to set cursor in code with auto and software mode - none of that seems to work. Is it a bug? What can I do about that? I'm using Unity 2017.2.0b10.

Is your cursor scaled to an appropriate size? Looks to me like the localScale is too big.

How can I change local scale?

You probably want to attach it to a canvas attached to the camera. You should be able to just move it farther from the camera or rescale it with "r" or "t". I don't think there is an easy way to rescale the image itself other than photoshop, so using Unity's object scaling would be best.
