Question about level design

Good morning ,

Request for ideals solutions for a fast and high level design level please :

5-what is the best solution for a level design as fast as possible for a 2d platform game of a single level composed of several plans of type metroid mania with fixed camera as in you have to win the game, small size see average

(a map size equal to that of the game you have to win the game see slightly larger) with a single seed for all game objects (the same best seed) in the case of level procedural design (level with gameobjects between a dozen to twenty and 3000 game objects in total, half of these types of gameobjects (minority numbers of gameObjects) must be done by hand in any case)

and what is the best solution that can create the complete level (a well-balanced level with a well-balanced difficulty, a well-balanced challenge, with a very small part done by hand) in only and maximum for a period level design from 2 months to 2 months and a half to big max,

And is it also feasible to create the level with the classic methods and by hand with a dedicated team of several people for the same desired development time,
