Only hit transforms with a layer?

I have tried searching and watching tutorials but apparently I dont understand so I have a complete raycast noob question. How do I make a raycast only hit members of a layer and ignore other things? This is what I have...

 public LayerMask targetMask;
 
 if (Input.GetMouseButtonDown(0))
 {
     RaycastHit hit;
     Ray ray = Camera.main.ScreenPointToRay(Input.mousePosition);
     if (Physics.Raycast(ray, out hit, targetMask))
     {
         print(hit.transform);
     }
 }

But no matter what I click on (whether it is in the targetMask or not) it prints them either way???

EDIT: still not solved but I did a debug.drawline and the raycast IS in fact colliding with anything. I watched more videos and read more answers and it seems like it shouldn't be doing that with this code? Is it possible something from another script is messing with this one's raycast? :(

             if (Physics.Raycast(transform.position, transform.forward, 100,1 << LayerMask.NameToLayer("Water")))
             {
                     Debug.Log("hit");

             }
 }

it's working i checked

well giving the ray a length fixed it. am not sure why but when it cast a ray infinite length, it was hitting anything and everything. when I gave a length of 50, the ray worked properly and ignored all objects but those with the mask I was going after. weeeeeeeeeeird?
