Avatar mask has dominant animation

Ok, so I've tried to use the avatar mask system for an animation test. What I'm trying to do is make a waving animation play on the arms, and a walking animation for the legs. so i went and made an avatar mask for the legs and arms, set it up with the animator and this happened:

The animator says the waving animation is playing, but even though I set up the avatar mask to get rid of the animation data for the legs, it goes into T-Pose. Can anyone help me with this? I also have a couple screenshots of the animator layers:
