Can't add UI GameObject

I am running Unity 2017.1.0p5 and I cannot add a UI GameObject. What's the problem? It doesn't give me an option to do so.,I can't add UI GameObjects to Unity 2017.1.0p5. It doesn't give me the option to create one when I press the create button under the hierarchy. What's the problem?
