Unable to open a Unity project

Hello,

So after returning to Unity after about a 3 month break it no longer can open projects. Upon opening the project unity gets stuck on "Resolving Packages" then gives me this error. Even after going to the latest beta build, 2018.1.0b13 it still happens.

I've reinstalled Unity about 5 times now using 3rd party software to delete all of Unity. I renamed the package file to what it wanted but all that did was just make another package file with a different number at the end. I have no idea what else to do to solve this issue.

Does the Editor.log give more info? Perhaps your manifest.json is indeed broken/corrupt.
