Need help with "custom" advertising... ?

Hello,

I have an idea for an app and I need to save advertising IDs of users and use those IDs to display ads to different users..

Example: User1 is interested in retro game consoles and I need User2 to see get retro game console ads based on user2's advertising ID.

Preferably, I'd like to define which advertiser I'm interested in displaying ads from... IE, newegg or amazon..

I'm not even sure if what I'm thinking of is possible, just thought I'd ask to make sure before I put any time into this project.

also, if this is possible, I don't really care which service I would use as long as I am able to get the desired result.
