Moving ragdoll limbs separately,Configurable joint doesn't rotate

I want to create a rag doll that will be able to control your limbs independently. And I've already created the character itself and connected its limbs with a Configurable Joint. Now, to raise my left leg in theory, I need to bend it at the correct angle - and this works if I replace the angle in the Unity editor. But it happens instantly, and I need smooth movements. And I decided that Target Rotation in Configurable Joint could help me. But no matter what values I set in Target Rotation and Target Angular Velocity, the angle does not change in any way. For example, if the rotation angle is (0, 0, 0) and I set the Target to (0, 90, 0) and the Velocity to (100, 100, 100) literally nothing happend. What am I doing wrong? Maybe, I've chosen wrong method to implement my idea. If you know any better ways to make ragdoll move its limbs separately and smoothly, please tell me.,I want to create a ragdoll that will be able to control your limbs independently.
