Scene keeps disabling all lights on HDRP

Whenever I create a new scene with just a camera, pane, sky and fog volume and a directional light, the directional light is not working. If I switch from light type from directional light to another light type and then back to the directional light type, it works, but when hovering over the Scene view all of the lights get disabled again.

What is t$$anonymous$$s weird bug?

I can't find anyt$$anonymous$$ng having the same problem.
