Visual Studio Code Intellisense not working no matter what i do

My Visual Studio 2019 intellisense works but my Visual Studio Code doesn't. I've looked through many other peoples posts and nothing i have tried has worked.

I have installed .net 4.7.1, went to external tools and set the main editor to vs code, went through the guide that unity has made (https://code.visualstudio.com/docs/other/unity), and reinstalled vs code.
