Unity will not open, failed to update manifest.json,Unity will not open because of a package error.

Unity won't open, it just keeps on giving me a "failed to update project manifest" error. I used to get a "packages could not be resolved" error with the old version I was using but now failed to update project manifest error is happening.

I've tried many fixes including deleting the package-lock file and deleting cache and library folder but none are working.

"while writing the file" suggest some other application (win explorer or any text editor) is preventing write access for Unity. Try closing all other applications or restarting the system.

additional things to try:

make sure this file is not read-only
your system User has write access for this directory
