Textures are blue squares on first load

On first scene load textures become blue. You can see smoke particles as blue squares. This is happening on every Unity 2019 version I used.

I have the same problem with an 3D project. Tried to solve it by preloading the shader variants, but this did not help.

Do you have any solutions?
