Package Manager and Cinemachine installation problem,Is there a problem with Package Manage and Cinemachine?

Package Manager keeps giving me the following error when I try to install Cinemachine:

Package Manager Window had an error while completing an operation: System.IO.FileNotFoundException:

it then goes on to list that it is looking for one of the sample files that i have not loaded - even before Cinemahine loads - has any one run in to this problem?

I even tried on a clean install of Unity and it did not work - using Unity 2019.4.17f1

The package manager window then goes blank after the error.

I installed Progrids with no issues - looks like it may be Cinemachine??
