Failed to start the Unity Package Manager local server process. Unity 2021.3.12f1 and 2020.3.41f1

Please help, when creating a project, it gives an error. I have tried everything I could find. Turned off Windows Defender and gave permission in Windows Firewall, even changed the license several times, both manually via cmd and via Unity Hub. I don’t know what to do, I even tried not on the 2021 version of Unity, but on the 2020 version, create a project, but it’s also an error. I decided to check which platforms I chose in these engines, it was empty there, I installed it, but towards the end of the download it hung, but it seems that after restarting the computer everything downloaded. I’m trying to run it, but the same error is still there... I didn’t try to create a project on the Unity 2022 version, because I don’t have the strength to spend the whole day only installing something and removing it for 7 hours... And all this didn’t help me, I hope someone will help me.
