Editor takes a long time to Enter Play Mode and does not build after Windows Update

Hi, I recently Installed a new Windows update and an app I have been working on in Unity (worked before the update) takes a very long time (>30 minutes) to enter play mode and will not build. Previous builds that I created before having this issue will run, but the window does not open. I would like to know how to fix that.

I open the Unity editor via Unity Hub. Then I wait for everything to be imported. After that, I simply click on the play button and the entire editor freezes when the UI changes color to indicate that it is running. I am not able to click on anything or do anything in the editor at this point. I attempted to do this with a default scene (just a camera and dir light) and I get the same issue. Other Unity projects and builds from other Unity projects do not have this issue. Issue still exists for other build platforms (like Android, iOS and Mac).

Not sure if it would matter, but I have active input handling set to both. The Unity editor in Task manager shows 0-0.5% CPU usage and unchanging memory usage. The Windows update that was installed is KB5019959
