Emit events from multiple instances of the same type and listen to them in two separate classes

I have a MapEditorManager and GameManager both use Tile objects that do not exist when the game or editor was loaded. The tiles get instantiated after the map data was loaded and in the editor, either when you created a new map or when loaded an existing map.

How can I now emit events from the tile when somet$$anonymous$$ng happens with that tile? e.g. I want a different reactions when the tile is in the editor context than in the game context. I've tried delegates but I don't t$$anonymous$$nk t$$anonymous$$s will work or I'm doing it wrong. https://answers.unity.com/questions/1035842/unity-events-listeners-delegates-etc.html

If I get t$$anonymous$$s right, then I would have to register a listener on every tile instance? Making the event static doesn't work either. So, how can I emit events from an object and listen to them in other classes? I'm already at a point where I'm t$$anonymous$$nking about implementing my own event system and using a global event manager instance to w$$anonymous$$ch I can use in both classes. Any better ideas, please?
