layered material with multiple UVs

I' m trying to make an object with two layered material ( IN MAYA) i.e a racing track with one layer of TILED ROAD TEXTURE and second DIRT LAYER WITH SKID MARKS which can't be tiled obviously! for that i need two UV set. Now the problem is how do I import these two different textures with two different assigned UV sets in UNITY? plus how exactly do I make the dirt texture so that its not larger then 1024x 1024 and still don't get pixelated (coz i have too apply it on a very big oval track without tiling)
