Can you elaborate your question a little, please? Do you just want a solid 2D rectangle right on the screen, or do you want to display an image on the screen in a 2D rectangle, or do you want a plane that exists in 3D?

There is two easy ways.

You can use:

GUI.DrawTexture to draw an "alway flat facing" rectangle on the screen.

or

create a plane mesh in the editor: GameObject -> Create Other -> Plane. And then tweak the plane properties to have the dimensions you need.
