I tried googling the term but I was unable to find a good definition of what is an ad hoc game. Seems like it's something about resource management? if it's a concept, chances are you are able to do it in unity, as so far, I haven't found a type of game that can't be made with it, but please, specify a bit more on what kind of game you wish to do and I'll try to ponit you on the right direction.

Adhoc is used as a network terminology, connecting several Wireless devices without a central accesspoint.

I dont know if this what the original poster is looking for. But if it is what he is looking for he wants to connect several phones using Wireless LAN or bluetooth to play together.
