Rotate Terrain 180 Degrees for Ceiling?

How come flipping a terrain around 180 degrees (x or z) doesn't change the cull to work from below? I wanted to make a roof by sandwiching the world between two terrains (floor and ceiling), but the one on top is invisible from below. How do I change the direction of its normal so that you can see it from below?

you cant move terrain

for some reason in all of the optimizations they did to create the terrain feature they prevented it from being rotatable

and there is no work around because terrain is very rigid and a very big pain in the ass to work with (code wise)

i should rephrase, yes you can transform its position but thats it.
