Is it possible to increase the number of vertex lights per object?

As I understood, in the Unity the number of vertex lights is limited to four, but I don't understand - is this value hardcoded or user can still change it? The object "estimates" each light source and each frame selects the new "winner", so it looks like blinking christmas tree.

This is likely an unhelpful comment, but if you're using vertex-lit shaders- presumably to increase performance on less powerful platforms, you probably shouldn't be using more than four (or really more than 2) lights at a time anyway. Are they all absolutely necessary...? Every light you add lowers your framerate; and it's possible in many situations to bake it & fake it & get away with not using any lights at all.

The "winner" is selected based on distance to the object, intensity and many other factors. The winners will probably remain the same in each frame. It won't really look like it's blinking. Unless i am incorrect.

In the test scene I rotate 8 lights around sphere. All these lights are at the same distance from the sphere.
