VHS style tearing effect

Hi! I'm searching for a way to "tear" the screen, as in an old VHS tape. Does anyone know of any scripts or have any pointers to how this might be done? Heres a basic example - http://www.photoshopgurus.com/forum/attachments/general-photoshop-board/30130d1364234287t-help-achieving-vhs-glitch-effect-effectrecreation-tjm01_acr0-ps01c-8bpc-crop_686px_wide-02.jpg

This would be a shader or manipulation of the UVs.
