What's the Best Level Design Workflow?

I'm a complete noob at Unity who wants to work on some level design work. The current 3d programs I know are Sketchup, Rhino, and Cinema 4D. I'm wondering what process is best for modeling, texturing, and lighting levels. I did a little research and found ProBuilder which looks promising. Is that my best option?
