Transform is stuck as Local Transform, how do I undo this?

I've been playing around with my prefabs lately and now for some reason all the Transforms in my project look like the bottom picture.

How do I get it back to looking like the top picture?

Turns out that this fault was caused by a file in the UCP asset. Deleted folder and its back to normal

Above static there is a lock button. Now click on the thing beside it and put it normal not debug. That should fix it.
