Developing a 2D level Editor for a 2D game

Hello There,

How hard it would be to create a 2D game using unity3D, considering that I would like to ship a 2D level editor for my players so they can create and save their own levels

I don't know that "how hard" is a good question for this site. ("Avoid asking questions here that are subjective, argumentative, or require extended discussion." - the FAQ) But ask here; maybe you could buy a source code license and extend it for people who don't use Unity directly: mudloop.com/unitile

well, about how hard, is not at all depending on your skill, imagination and perseverance i made myself my own lvl editor ingame for debugging also integrated Gleed2d to have an easier lvl editor, but this one cant be given to the player on the same package, it can be downloaded, and you could integrate a load lvl option, not suitable for all players anyway

See here for a 2D game project that has a runtime level editor. It's not ideal for everything since each tile is simply a separate object, but it can be a starting point anyway.
