What are you asking? http://unity3d.com/support/documentation/ScriptReference/Time-frameCount.html ? That doesn't sound useful, so I think you're leaving out the triggering event from the question. We need to know about that.

Im asking if I have a 2 second long animation that's called upon, how can I shoot 1 projectile on frame 40?

I wouldn't trigger the projectile based on a certain frame, as your framerate is going to vary from computer to computer. Rather base it on time, e.g. 1.5 seconds after start of the animation.

Get the current time when the animation starts (Time.realTimeSinceStartup). Store this in a variable, let's call it timeNow for the purpose of explaining it.

make a second variable (triggerTime) of the "offset" time -> Time.realTimeSinceStartup + offset (in seconds).

once timeNow > triggerTime shoot your projectile;

var timeNow = Time.realTimeSinceStartup;
var triggerTime = Time.realTimeSinceStartup + 1.5f;
while(timeNow < triggerTime) {
    yield return null;
    timeNow += Time.deltaTime;
}
//shoot your projectile now

the code is out of my head, just for a disclaimer ;)
