Billboard shader question...

Hi guys i have a question that is it possible to stop the rotation of the billboard on y axis and let it rotate both x and z is it possible i am using this shader given below which is a cutout billboard shader and its working perfectly for me thou i want it to only rotate x and z and when camera goes up it stop the rotaion or etc

i have searched alot and check whole forum for this but i didnt get any solution i realy wanted to knw that is it possible what i am asking

the shader i am using i given below
