Hip motion issues with Mechanim humanoid

I am having some difficulty with Mechanim animation layering, and I hope others who have encountered the same can point me in the right direction.

I have a set of lower body animations for running, as well as upper body animations for attacking. My problem is that the hips all the way to shoulders are considered one part in the Mechanim masking system. This precludes me from introducing hip motion into run cycles and chest motion into attacks!

I have never been able to get anything at all to work with the custom masking options or addative animations, but I suppose that may be where my answer lies. Any suggestions would be appreciated!
