why is mecanim not seeing all of my bones ?

So I've built and rigged a humanoid character in blender (19 bones) but when I imported as fbx to unity it said it couldn't make an avatar bc it requires 15 bones. Any ideas why this is happening?

Found my problem, in the armatures edit mode i had mirror x axis selected. Guess it didnt see all the bones.
