deploy games to xbox one/360

Question

Hi, My name is Ares. I am a current student and I am studying games development in a college in Vancouver. I am going to make a xbox game. I noticed there are a few options in Unity that allows us to deploy games to game consoles including Xbox One and 360, but there were empty under such options when I check it. I also read the introduction of how to doing so from the Unity website. I tried to register for a Xbox ID account, but Microsoft said they just want to have some mature game studios to make games for xbox so far, so they refused me. Forthermore, they ask me to get furthur help from Unity forums. I am wondering if I can get a licence or the plugin of Unity from Unity side, so that I can deploy my Unity game to Xbox platform. It looks like you need to be a registered developer. You could try to register at the Id@Xbox program as an indie (seems that you already tried). If you don't get selected now, maybe you should target some easier-to-publish platform as a starting point (maybe iOS/Android, since you can publish and even sell your games really easy). Once you get some games out there it may be easier to get registered as a developer.

Why do they do that? Maybe they want to ensure that games get done and reach some minimum quality level, and publishing games is the best way to show that you can accomplish that.
