Local Space .up of child object doesn't work

I have seen a few "local space" + "transform.up" questions around and I understand how it works. However, I have a parent object that is rotated and I need the "up" vector of the child object. The child sits at (0,0,0) with rotation (0,0,0), but when I retrieve the transform.up vector from this child, it returns Vector3.up.

Why does transform.up of the child not take the rotation of all parents into effect and is there a field I can use without having to manually go up the hierarchy and apply all the rotations myself?

'transform.up' is the local up of an object transformed into world space. It would only return Vector3.zero if the local up of the object was pointing straight up in world space. I'm guessing you have a code error of some sort, so we'd need to see your code to tell what is going on.
