According to the Scripting Reference: Application.Quit(); is ignored for the editor and web player. So I'm guessing that is the issue. You can use Debug.Break(); to force pause the editor for testing, and/or some kind of Debug or Print message inside the Exit function to make sure that it is being run. If you are targeting the web player I would just keep the game paused(or unload the scene) then ask the player to close the window.

Application.Quit does not exit the game in the editor, but will work when your game is installed on a device.

It will work when you build the game and run it. It won't work in the editor
