My variable are properly assigned in inspector,why am i getting null reference exception?

 public class sqltes{
     GameObject Panel// assigned in inspector;
     GameObject[] QuestionPanels;
  
 void fillquestion(int categorycounter)
     {
      int counter=(Fetched number of questions from database);
     for(int i=0;i<counter;i++)
         {
         QuestionPanels[i]=(GameObject)Instantiate(Panel)// it works fine, panel is a prefab assigned in inspector
         
         }
     }
 void Next()
     {
          fillQuestion(categorycounter+1);
     //this method is triggered by UI button in scene, when the fillquestion is called, null reference exception is thrown saying that i need to assing Panel in inspector, it is null, although it has been properly assigned. 
     }
 }

The problem is co$$anonymous$$g from QuestionPanels object that is not instantiated, there should be a

 QuestionPanels = new GameObject[number]; 

somewhere.
