Scrollable Achievement Tabs?

I'd like to use a Vertical Layout Group because it's convenient but I cant't figure out how to insert a button or image into the group and have its height be adjustable. Can I use Vertical Layout Groups for vertically stacked images and if so, how? If this is not possible, what would be an alternative?

I'm doing something similar to the scrollable pages in adventure capitalist:

Heres a tutorial which takes a look at making scrollable menus, populated at run time. Using scroll rects and masks, and drive the content of a scrolling menu from a script. Tutor: Adam Buckner
