Blur(Optimized) Image effect look blocky on mobile

Im trying to make the blurry background effect like iOS but it look like this when build on Android device.

The left is how it look like in Editor and the right is on Android device. The white background is camera background - there nothing there but those noise still appear. http://imageshack.com/a/img537/3972/daC5Oz.png
